If I've acquired the right size power steering belt, should I be able to put it over the pulleys without mechanical assistance?

I did what you said. Tape measure -1 inch. The 42" belt that this translated to is too small to go on just by putting it in place.

Is there a gadget I'm missing, or somewhere I can make an adjustment, or do I just need to buy a bigger belt?

Help is appreciated.

It's probably supposed to be damn tight. We have a belt in our old car that we have to adjust somewhat regualrly because with 200K miles on the thing, we're not paying somone to do stuff to it that we can do (!), and yeah, it has to be stretched into place, which is accomplished by loosening the thing it goes around, and then putting th ebelt on, and then putting the thing back into place and tightening. This takes me and husband both, to do it right.

on my car you loosen the bracket that holds the power steering pump and pull back on it until the belt is tight. Of course since the power steering belt is trapped behind the alternator belt you have to FIRST remove the alternator belt, which is kindof a pain, but I understand why they did it that way.

Just be careful you don't make the belt TOO tight! You should be able to make it flex a little when pusing on it with a finger or two. I have a friend who grenaded his engine by overtightening a belt, causing it to snap on the highway and get caught up in the timing belt.
